nginx记录到syslog – 连接被拒绝

我正在尝试设置nginx 1.7.3将日志发送到syslog,但是当我这个配置时：

server {
    access_log syslog:server=localhost;
}

这显示在nginx的错误日志中：

我已经按照http://nginx.org/en/docs/syslog.html并尝试了那里指定的不同参数,但没有运气……

服务器运行rsyslogd守护进程和其他应用程序(cron,mysql)日志没有任何问题.
