解决方法

尝试使用完整路径：

c:WINDOWSsystem32WindowsPowerShellv1.0powershell.exe -noexit "C:Testtest.ps1"

要么

c:WINDOWSsystem32WindowsPowerShellv1.0powershell.exe -noexit -command " & 'C:Testtest.ps1' "
