我也跑了

sudo apt-get install gcc

并确保编译器是最新版本.

解决方法

查看libpq-fe.h的消息检查…没有.

尝试安装libpq-dev.
对于Ubuntu系统：

sudo apt-get install libpq-dev

然后你应该能够运行bundle install.
